If so, and he is on the older side, remember that we were raised in a society where we were programmed to see black people as ugly. Let's be honest, not just ugly, but sub-human. And we were programmed to believe black people knew they were ugly and inferior.
I mean, it was a crime to be caught with a black girl back then.
If you dared admit to a friend that you found a black girl attractive, then he would spread the word and soon everybody would talk of you as if you had a serious mental illness. You'd have been a freak. And in some cases you'd even get a visit from a yellow police van.
I witnessed things like this first hand and I am sure many of the punters here did as well.
I he's a youngish guy, then his parents raised him wrong.
Still not condoning what he did, but his stupidity may be remnants of old indoctrination.

Compliments are of the most sincere you could come across because it means that person has overcome some bias/prejudice (possibly for good) for them to say those words.
Not saying it isn't insensitive, but it's always helpful to understand context in a society as complex as ours.
