The chances of HIV transmission from non-penetrative sex is almost zero. The viral load in saliva, urine, breast milk is extremely low.
Transmission risk is high in blood exchange (like sharing needles) or unprotected intercourse and with intercourse it is not just the "cum shot" that creates risk but more importantly the vigorous rubbing that creates small lesions (scratches if you will) in both partners that adds to the risk.
