The issue with ROAR is the process of which restrictions are applied.
So if you use accent to restrict, the issue is that you will have to classify people's accent by race, if your intention is that you don't want to see black punters for example. I think your understanding of the ROAR is way too simplistic and hence you think by calling it something else but still applying same racist process to exclude people will solve this issue.
