As per the Freeloading policy (literally right at the top - the second bullet under "Punters"):

"Punters may not promote themselves eg renting out property, chauffeur services etc. If there is something that you are not sure about, kindly contact the ESA admin office before posting."

You don't need to mention an SP's name to get banned. He is advertising a paid for service for which he is not paying to advertise using this platform.
