You're right in assuming he'll see a flash once per second, the only thing is that the light he sees is exactly a year old - which means there's a whole pulse-train on it's way to him.
The light emitted acts like a widening spiral perpetually widening with (duh) lightspeed, quite like the groove in an LP (you old enough to remember that? :)
Exec, the light he sees travels at normal lightspeed, never mind with what rotational speed the lighthouse spins at. However, it'll be a very short flash, visible only if the 'powerful laser' is indeed that, powerful enough - but that wasn't the question.

Spherical blue flame as it burns more complete due to lack of thermosyphon turbulence - which will indeed choke the flame of new oxygen to a certain extent. It appears though that enough oxygen finds its way due to migration/diffusion so that the flame continues to burn. All this is a major concern for detecting & fighting fires aboard spacecraft.

No ordinary products will kill him as the chlorine is too diluted/weak in bleach, but I hunch you mean a chlorine-ammonia gas produced as the result of an acid added to a caustic solution.
That, or an allergic reaction.
