Except in certain special cases (or unless he is always posting from his work and even then its no guarantee of uniqueness) your IP address changes every time you connect to a network. So its not like he has a personal IP address they can ban.

Not sure why Cassie's writing is getting flack? A little denser than your average instruction manual - which made it fun to read.
I am not going to comment on whether all those names are the same person: it is tricky with dynamic IP address allocation to really confirm identities. To filter accurately you need to get into the MAC address space - which is a technical challenge and even those can be spoofed. Plus I can't see ESA being willing to cache many months of IP and MAC addresses with the data privacy overhead.
Maybe have a report function (possibly off the forum) for suspected duplicate identities?
However I think Cassie's point is clear: what pathetic game are some of us playing behind anonymous user names? Why do we delight in causing pain or trying to exert power (when it looks like we lack it without the cloak of anonymity)?
