A long time ago advertisers could request to have their comments blocked. At some point Esa discontinued that policy. However advertisers that had their comments blocked before the change in policy were allowed to still have their comments blocked ie. only new advertisers after the cut off date were no longer allowed to have comments blocked.
I have seen other old profiles
with comments blocked.
Having said that the first set of pics on this profile is dated 5Aug13 which might have been after the cut off period.
I could be wrong though.

When advertisers disable the comments function, stay away.
