But on a practical level, is it the one who calls to make the booking pays, or is it mutually discussed that no payments will be exchanged, or a lowered amount etc

On a professional level the one who books pays.
But if we consider doing doubles or 3somes I normally suggest doing a trial session to see if we can work together.
Maybe someone has a better strategy or approach to consider?
