Nothing to do with the weather, if you paid attention in class the sun rises in the east and sets in the west therefore the sun rises quite a bit later in Cape Town than Jhb or Dbn regardless of the season and in winter it is particularly bad. The upside is the sun sets later and during the summer peak when it's already dark in Jhb and Durban it only sets around 8pm.
