How do WG differentiate between clients and partners if clients can do exactly what partners can do. Or do they reserve certain privileges for partners.

Well Mr Buddy, here's how it works;
Some ladies have partners with whom they will indulge in particular deeds, activities, wants and desires.
Some ladies have partners with whom they will indulge in all of their deeds, activities, wants and desires.
Some ladies will only indulge in particular deeds, activities, wants and desires as and when they are in the mood to do so.
Some ladies do not have a partner.
Some ladies will make their decision when the encounter a potential partner and some ladies leave the industry all together, get married have babies and live in a house with a white picket fence.
There is no real answer to your question because all ladies and their own particular circumstances and partners are different.
Aside from that, what any lady may or may not do in their private life is none of our business.

The last time I had a bf while being a wg was an eye opener for me. I was worried that our intimacy would be negatively affected but it wasn't. The sexual side of things come from different parts of me. Its like you breastfeed a baby and your bf sucks your tits. Same physical thing, yet so different.

That's like asking whats the difference between SEX and LOVE...
There is NO way a client can give exactly what a life partner can give.
No matter how many times a day you have sex you will eventually look for LOVE!

Spot on. It's the same reason why punting alone can never be fulfilling. We all need a deeper level of intimacy and connection then just plain sex
