This seems to be quite a common problem and in my experience it never ends well. I always regret that I waited at all.
Has anyone had a different experience? I think the policy should be if they do not welcome you in at the time they promised then leave.

Even better when it is one of those, just 5 more minutes. And then again, just 5 more minutes. Next you know you have been waiting for an hour.

Thats really very bad for their business. I think in all the time ive been in the industry ive asked maybe 3 clients to wait and maybe 2 times have i missed an appointment. And thats in the now going 6 years.
And the ones ive asked to wait was because they were early and the 2 i missed was cause i overslept.
