Assume the gravitational constant on earth is 10 and on the moon 1 m/s**2

A lead weight and a polystyrene ball each indicate 1Kg on a scale on earth.
What will the same scale indicate when both items are weighed on the moon?

1Kg. The mass hasn't changed just because where you measure it has.

but a scale measures weight- not mass

Agreed, weight is directional and needs gravity whereas mass is the amount of material in a body therefore a scale will read depending on the gravitational pull, no need to go to the moon, just stand on a scale in a swimming pool
