Hello,if an advertiser has paused their ad or did not renew it, does it mean that they do not want to be contacted? (if you already have their contact details)

Or it can be that the add has expired. And she doesnt have money to pay it.

I would still call. Generally if their phone is off then definitely they don't want to be contacted. Most WG have a business number and a personal one. If they business one is off they don't want to be contacted for business

Just send a message. If they are interested they will respond.
More often than not, they will reply saying something like they are taking a time off and will be back the following week,
