Correct. Not sure why they always do these studies and only focus on a particular segment of the industry where risky practices and abuse are prevalent. Feel sorry for the guys who are trying to save a buck and go after streetworkers.
But, we also shouldn't be naive, the infection rate may be a lot lower amongst non-street workers (my assumption), but it is probably higher than what we think. I don't know, I wish these studies could be done on a more realistic basis.
