What puppies need is a good positive reinforcement training school to be able to socialise with other puppies of similar age, to meet various people of different ages, colours etc. A guardian who understands consistent on going training is key and rolled up newspapers on bottoms may instill fear and cause bigger problems to develop later on. Toilet training must be consistent and rewards given for toileting in the right place. Accidents may occur but to give attention to these may further encourage inappropriate toileting. A puppy must be taken out to the toilet area after every nap, every meal and every 30-45 minutes. If accidents happen in the house, no attention must be given to the incident, rather take puppy to toilet area and praise and treat for even a drop of urine. Spots inside the house must be cleaned with washing powder, left to dry then rubbed vigorously with rubbing alcohol. Repeat if necessary to eliminate any scent to bring your puppy back to a familiar place.
Instilling fear in any animal is cruel and inhuman and can lead to major fallout. A fearful dog can become uncharacteristically aggressive, or can shut down and become deeply depressed.
PLEASE don't trust someone who says things like this, who also is not qualified to give out this kind of information. Rather seek the assistance of a certified force free behaviourist who understands what fear does to an animals behaviour and well being.
All animals feel pain fear anger depression anxiety frustration and so on...this needs to be acknowledged and understood so we can live in harmony not conflict. Sadly many dogs are surrendered when they become adolescents because their guardians don't know how to cope....BUT there are people who are trained to help...and humans don't give their adolescent human kids up....it shouldn't be any different for non human animals...but then that's just my opinion and someone who currently has an adolescent dog and understands the many challenges...and thankfully is qualified to work through this time with her....sadly not many dogs are so fortunate....

It's just about a balance. Love and discipline, it's really simple. Few minutes after the news paper, call them closer. They'll be scared, but the caring voice would make them come. It would take around, 5 seconds for pups to go back into happy mode again once they seen you've forgiven them.
But in the end of the day, peeps that gets dog's just for protection, or what ever, should rather invest in an alarm system. You gotta love dogs to understand them! Or things would be going wrong...
