A normal guy won't be able to use a certified ID copy to commit any crimes, no.
FICA may be frustrating at times, but it does help.
Unfortunately there are criminal networks out there that specialize in identity theft and they still cause people big headaches.
It was in the news just the other day of the retired couple that is sitting with R600,000 in debt because of identity theft.
