This would involve entrapment, which is illegal in SA. Not sure if they would legalise it under that law! They would have to change other laws and the constitution to enforce this one law. To many loopholes.
You are correct. Entrapment (under certain circumstances) is not allowed under the constitution, and I don't think this aspect of the constitution will ever be changed.
Entrapment is allowed in some instances, but I wouldn't see it being allowed in a wg/client scenario.
(The law around this is complicated and I won't go into it.)
