It was considered SHOUTING, when emails became the mode of communication, and seemed to have continued with the arrival of texting and the internet in general.
In general,
COMPLETE SENTENCES WRITEN IN ALL CAPS can be difficult to read, especially if you are used to reading standard lower case texts.
Apparently your brain takes a few seconds longer to decipher complete sentences written in caps.
That is the reason you find information road signs written in the usual lower case texts, and one word warning signs in all caps...STOP...GO...etc.
BTW...NO...It does not bother me!
