why not make it up to the providers to implement, that way if they need a theme they can see the topic and say " Ok i have the outfit, therefore i can do it"...

If no outfit then no worries, try your best to meet requirements.

Why doesn't ESA have a theme each month like superheroes, historical figures or villains etc. It can be based on new popular movie releases, sports events or even books! The China malls have so many things that one can use for very affordable rates! You can spend less then R100 at times...I've done it a lot!

Nobody has to take part, but for those who are willing and out of ideas, this would be ideal! All ESA needs to do is give themes and offer something for the winner. A free shoot, a free month or whatever. All it takes is a post. Or you can put a banner on your front page! Just suggestions though!
