Thats an easy one to answer and the answer is because Pammy's plays by the rules and checks their girls for drug use, they also make sure their working visas are legit and often send the girls back to Thailand for a month or two before allowing them back to get their visa renewed.

Pammy's was operating for many years and I think that they might have had an agreement of sorts with the cops or a top cop . Then I assume things went sour and they were bust as a result . What I cannot understand is that they ran a really clean business . Think it is a case of to much TV. A few years ago this might have the case now the Hawks only investigate if the business is a threat to the Zuptas or limited their income.

There is more hurtfull crimes to others out there, why not pursue that.

If anyone actually spent a few minutes talking to the girls ,you would find out that they are all working for a reason.( those that are in houses ..not too sure about the freelance girls ) Supporting families , children or aged parents .
