Recorded chat lagging/jittery

Hi all the people from the purple world. Quick question. Is it normal when you playback a recorded chat video that the video lags? It is not a smooth playback. It looks like when recorded the internet connection was a bit weak. But it does it with every video I try to watch. And this is on PC by the way.
Just want to know if anyone is having the same issue, is it maybe normal or is it just me?
