Understanding the term PSE

Hi all. Please could you take a few secs and explain what your understanding of the term PSE means or should include? I have a clue but I also want to make sure that when I ask or get offered, I know exactly what I am opting for. Thanks in advance.

I wouldn't look at PSE as an offering of A, B and C but rather that the person is willing to discuss if she is open to A, B and C.
