The Film and Publications Board. Their act allows them to censor all content including online content. For example, you must get a licence to produce and the place where you produce cant be within a certain raduis of schools, etc. But when they published regulations in 2015 for comment they were met with a lot of opposition. So still in a very grey area, but the overriding legislation, they would argue and they do, gives them authority to control this space.

My memory is foggy from the time when I was reviewing the proposals to legalise sex work, so do do your own research. This was a big issue, sex workers would be free to practice by scrapping the existing legislation but by not ammending the FBP's act sex workers producing content, which I argued at the time, is the safest form of sex work, would still be screwed. Unfortunately nothing happened and the industry is still in the dark ages.

Actually the FPB regulates distribution of content, not production.
